The telecommunications sector in Morocco has known various changes that contributed to its development: regulator implementation, market introduction of new operators, licensing, etc. This brief history shows some key dates in the evolution of the Moroccan telecommunications sector.

  • Promulgation of law n° 24-96 postal and telecommunications services.
  • Implementation of the ANRT.
  • Granting of the 2nd GSM license.
  • Granting of GMPCS, VSAT and 3RP licenses.
  • Memo establishing the general guidelines for the liberalization of the telecommunications in Morocco for the 2004–2008 period.

  • Adoption of the first National Frequency Plan.

Granting of two licences new generation.

  • Granting of 3 licenses of mobiles services.
  • Mobile telephony market reaches 20 million subscribers.
  • Enactment of a law extending the authority of ANRT to manage the “.ma” Internet domain name and electronic certification.
  • Implementation of certain regulatory controls (number portability, unbundling the local loop etc.).
  • Launch of the PACTE program.
  • Provision of the third mobile license of the 2nd generation.
  • Passage of the new national 10 digit numbering plan.
  • Adoption of a General Guidelines Memorandum by the Agency’s Board of Directors in order to develop the telecommunications sector by 2013.

  • Adoption of the national development plan For high and very high Broadband.
  • Adoption of the National Frequencies Plan.
  • Adoption of the decision regarding the technical and tariff modalities for the access to the civil engineering installations of IAM.
  • Adoption of the Note of general guidance  for the further development of the telecommunications sector by 2018.
  • Assignment of three 4G licenses.
  • Decisions on unbundling (physical, virtual and Bitstream) of the local loop and sub loop of IAM.
  •  Decision on the terms and conditions for the implementation of number portability, including the centralized database for ported number.
  • Consultation for the implementation of the national development plan for high and very high Broadband.
  • Opening of the prefix (07) for Mobile Telephony’s Numbering purposes  .
  • Launch of the public consultation for the selection of the entity responsible for the establishment and the operation of the centralized database for number portability.
  • Adoption of the new National Frequency Plan.
  • Improving the technical, tariff and operational arrangements for the sharing of certain infrastructures.
  • Designation of the service provider responsible for managing the centralized number portability database.
  • Contractualization of agreements related to the effective implementation of PNHD over a period of 4-5 years (generalization of mobile broadband (4G) to the entire Moroccan population).

Promulgation of law n ° 121-12 modifying and supplementing law n ° 24-96 relating to the post and telecommunications.
