Monitoring of operators

The monitoring activities of ANRT ensure that license holders comply with their commitments and obligations regarding the conditions for operating and establishing public telecommunications networks. These commitments may be legal, financial, technical, or commercial. Monitoring the fulfillment of these commitments is done through the provision of information by operators and specific controls.

To fulfill these monitoring missions, ANRT may conduct investigation, surveillance, and control operations. Investigation involves the possibility of requesting all necessary information and documentation to ensure compliance with the obligations imposed on operators by legislative and regulatory framework as well as the licenses granted to them. To verify the accuracy of the received information, ANRT is authorized to conduct external investigations or audits, which may be carried out by sworn ANRT agents or external experts.

Objectives of external audits :

For ANRT, this is a decision-making and monitoring tool of operators. The purpose of audits is to identify areas for improvement and assess discrepancies. Therefore, the audit is beneficial for both the regulator and the operator.

Nature of external audits : 

There are two types of external audits :

Regulatory audit :

This involves auditing the analytical (or cost) accounting of telecommunications operators. The summary statements produced by the analytical accounting are annually audited by an independent cabinet designated by ANRT. These audits are governed by specific decisions.

Operational audit :

ANRT has the right to conduct any inspection and investigation it deems necessary. This audit addresses specific and punctual needs of the regulator, aiming to verify operators' compliance with their commitments.
