Unbundling refers to the opening of the incumbent operator's local loop (typically copper) to competition and became a regulatory obligation for the incumbent operator since 2007. Over time, unbundling has evolved in terms of types (partial in 2007 and total in 2008) as well as operational modalities. The technical and pricing conditions for local loop unbundling are determined in the technical and pricing offers of the incumbent operator.
Unbundling has been the subject of several decisions by ANRT within its ex ante (and ex post) regulatory missions. The role of ANRT is to ensure that the technical and operational modalities of access to the local loop proposed by the incumbent operator promote the establishment of fair and sustainable competition among sector operators.
ANRT is specifically empowered to impose modifications to the technical and pricing offers of the incumbent operator for unbundling.
