Passive participation in fiber-optic networks (FTTH): Decision by the National Telecommunications Regulatory Agency (ANRT) regarding Uni Fiber’s reference offer

14-05-2026

The ANRT has issued a decision approving the Reference Offer for the passive sharing of FTTH infrastructure established by Uni Fiber (see News item dated June 23, 2025). This approval is granted pursuant to the provisions of Article 22Bis (paragraph 4) of Law No. 24-96 on postal services and telecommunications, which stipulates that certain entities affiliated with public telecommunications network operators (ERPTs), particularly their subsidiaries, are required to publish reference offers for the provision of the infrastructure at their disposal.
This applies to the passive infrastructure necessary for network deployment, including easements, rights-of-way, civil engineering structures, utility corridors, conduits, and telecommunications lines.
This is the first decision approving a wholesale offer (known as a Reference Offer) from a party other than licensed telecommunications operators.
Following the example of the technical and pricing proposals submitted by the three major operators, and through this decision, the ANRT is establishing a new regulatory framework to promote the deployment of ultra-high-speed broadband and aims to ensure transparent, objective, appropriate, and non-discriminatory conditions for passive access to the FTTH infrastructure established by Uni Fiber. This initiative promotes the development of ultra-high-speed broadband in Morocco by stimulating investment, facilitating fiber deployment, and accelerating nationwide coverage.
