Radio certification exam

The radio operators' Certificates examinations are governed by Article 25 of the Radio Regulations and Articles 27, 28, 29, 30 and 31 of the decision of the Prime Minister ANRT / DG / N 27/00 of 1 March 2000 on arrangements for monitoring and managing the radio spectrum.

In accordance with this decision, the Agency organizes qualifying examination for use of onboard radio or amateur radio services.

Restricted Operator Certificate (ROR)

The operating amateur radio stations can only be done if the operator holds a ROR. The amateur service allows authorized users to exchange plain language technical messages relating to tests and to remarks of a purely personal nature that, due to their small size, do not justify the use of public service telecommunications.

General Operator's Certificate for the purposes of the Global Maritime Distress and Safety System (GOC-GMDSS)

This certificate allows radio operators to operate the equipment necessary to navigate in four areas (called A1, A2, A3 and A4 according to the SOLAS nomenclature), i.e.:  MF/HF-ASN, VHF-ASN, satellite systems (ASN) and HF Telex (NBDT).
Operation of radio stations on ships can only be done if the operator holds a radio operator certificate.
The examination for this certificate consists of a theoretical part and a practical part. The practical part is carried out in a simulator to ensure the candidate has acquired sufficient knowledge to operate GMDSS equipment.
The Global Maritime Distress and Safety System is designed to allow ship stations to transmit warnings and distress messages from any navigation area. It is a system that combines both terrestrial and satellite radio communications (analog and digital) techniques.

This certificate allows radio operators to operate the equipment necessary to navigate in two areas (A1 and A2), which are: MF/HF-ASN, VHF-ASN and HF Telex.

The application file must include the following :

  • A written request specifying the type of certificate sought;
  • A copy of the applicant's valid national identity card;
  • Two recent photographs (25x30mm - small size);
  • Taking exams is subject to the payment of examination fees set in accordance with the provisions of Decree No. 310-98, as amended and supplemented. These fees may be paid as follows:
    • Either by bank transfer made to ANRT's account No. 4321, at Trésorerie Générale du Royaume, in Rabat;
    • Or by bank transfer to ANRT's account  225810019509117651012620 at Crédit Agricole du Maroc - Rabat;
    • Or by cash payment or bank transfer to account No. 013 810 01070 000072 001 01 94 at BMCI-Rabat, Route des Zaërs;
    • Or by cash payment or bank transfer to account No. 011 810 0000 01 210 00 08865 70 at BMCE, Agence Mohammed V RABAT;
    • e. Or on the day of the exam.

The examinations organization by ANRT for obtaining radio electronics or radiotelephony operator certificates is governed by article 25 of the radio communications regulations and articles 27, 28, 29, 30 and 31 of the Prime Minister's decision. ANRT/DG/N°27/00 of March 1st, 2000 relating to the management mode and the radio frequency spectrum monitoring.

Restricted Operator Certificate of Radiotelephone (ROC)

The operation of amateur radio stations cannot be done unless the operator is a ROC holder. The amateur service enables authorized users to exchange, in clear language, messages of technical nature relating to conducting tests and remarks of a purely personal aspect which, because of their low importance, do not justify the use of the telecommunications public service.

This certificate enables the radio operator to use the necessary equipment for navigation in four zones (called A1, A2, A3 and A4 according to SOLAS nomenclature) and which are: MF/HF -DSC, VHF-DSC, satellite systems (DSC) and Radio-Telex HF (NBDP).

The operation of radio communication stations on board ships cannot be done unless the operator has a radio operator certificate.
